Invitation to Quote: Economic Impact Assessment of Climate Change Impacts in the Forth Valley Region

FEL Scotland, on behalf of the emerging Forth Valley Climate Ready Region partnership, is inviting quotations to deliver a high-level Economic Impact Assessment of climate change across Stirling, Falkirk and Clackmannanshire. The study will align with Scotland’s Climate Change Adaptation Programme (2024–29) and Just Transition principles, assessing risks and opportunities for key sectors (including infrastructure, health, forestry, agriculture and tourism), estimating the costs of inaction and benefits of adaptation, and providing evidence to guide regional investment and strategy. Core partners include the three local authorities, Forth Valley Climate Action Hub, Forth Climate Forest, Loch Lomond & The Trossachs National Park, local anchor organisations and Verture. The contract value is £35,000 (incl. VAT), with delivery running December 2025–March 2026 and a final report due 31 March 2026.

Suppliers with relevant expertise in climate economics and regional analysis are invited to submit proposals by Wednesday 5 November 2025 to info@felscotland.org. Proposals should outline methodology, delivery timeline, budget breakdown, relevant experience, and team roles/qualifications. The appointed consultant will engage partners, run a mid-point workshop, and produce a concise report and executive summary to inform funding bids and future sector/place-based deep dives. Appointment and inception are scheduled by 10 November 2025.
